Key GEF terms

Assembly / Assemblée / Asamblea
- Body consisting of representatives of all participants that meets every three years. It reviews the general policies of the GEF, reviews and evaluates its operation, reviews membership and considers amendments to the Instrument for the Establishment of the Restructured Global Environment Facility.

cofinancing / Cofinancement / Cofinancimiento
- Non-GEF resources committed to a project. Sources of cofinancing include implementing agencies, other bilateral or international funding agencies, recipient countries, NGOs, and the private sector.

Council / Conseil / Consejo
- GEF governing body that consists of 32 members representing constituency groupings that meets semi-annually. It develops, adopts and evaluates the operational policies and programs for GEF-financed activities.

enabling activities (EA)
- Activities to help countries prepare national strategies and action plans in fulfillment of their obligations to global environmental standards.

eligibility criteria
- Any proposed project must reflect national or regional priorities and have the support of the country or countries involved, and it must improve the global environment or advance the prospect of reducing risks to it.

Executing Agency (ExA)/ agent d'exécution / organismo de ejecución
- One of seven organizations responsible for providing implementation services for a GEF project under policy of expanded opportunities. (Food and Agriculture Organization, Industrial Development Organization, International Fund for Agricultural Development, African Development Bank, Asian Development Bank, European Bank for Reconstruction and Development, and Inter-American Development Bank).

- An organization responsible for providing in-country project execution services.

- The six main thematic areas in which the GEF works. They are climate change, biological diversity, international waters, ozone layer depletion, land degradation and persistent organic pollutants.

Focal Point
- Each GEF member country has designated government officials responsible for GEF activities:
a Political Focal Point who coordinates matters related to GEF governance, and
an Operational Focal Point who oversees project-related matters.

- GEF grants of more than $1 million

Implementing Agency (IA) / agent d'exécution / organismo de ejecución
- UNDP, UNEP and the World Bank. Three organizations responsible for providing implementation services for a GEF project. They are accountable to the Council for their GEF-financed activities.

incremental cost / surcoût / costo incremental
- The additional cost that the GEF funds between the cost of an alternative project that a country would have implemented in the absence of global environmental concerns, and a project undertaken with global objectives in mind.

medium-sized projects (MSP)
- GEF grants of up to $1 million.

pipeline
- The list of all the regular full size projects under preparation that have been reviewed and cleared by the Secretariat for GEF eligibility.

project preparation and development facility (PDF) / Mécanisme de préparation des projets / Servicio de formulación y preparación de proyectos
- Facility that grants money to the implementing agencies for developing project concepts in three blocks: Block A (up to $25,000), Block B (up to $350,000) and Block C (up to $1 million). Block A funds are for pre-project activities at national level. Block B funds are for obtaining information to complete project proposals. Block C funds are for completing technical design and feasibility studies for large-scale projects.

Small Grants Programme (SGP) / Programme de microfinancements / Programa de pequeñas donaciones
- Program administered by the UNDP which provides grants of up to $50,000 to grassroots groups and NGOs to demonstrate community-based strategies and technologies that address global environmental concerns.
