Climate Change Reports

Climate Change Program Study (2004).  The study aimed to:

  1. Aggregate and analyze knowledge and information about climate change program results and performance.
  2. Draw lessons and implications for future projects, GEF policies and strategies.

The study concentrated on results within Operational Programs 5 on Energy Efficiency and 6 on Renewable Energy. It specifically looked at results that correspond to the GEF Strategic Priorities, i.e. removing market barriers to increase market transformation and penetration; building business infrastructures and increasing financing availability; and, climate-friendly policy making. The study was conducted by an independent team of experts and the GEF Office of M&E, in cooperation with the Implementing Agencies.

The GEF Energy-Efficient Product Portfolio (2002). This report presents approaches to supply-side and demand-side management to energy efficient markets, based on experiences of GEF projects on lighting (Mexico, Thailand, Poland, the global Efficient Lighting Initiative), boilers (Poland, China), refrigerators in China and chillers in Thailand.  It was produced in the context of the 2002 climate change portfolio study.

Thematic Review of GEF-Financed Solar Thermal Projects (2002). This review presents technological approaches to Solar Thermal Power (STP) which forms part of GEF Operation Program 7 on reducing long-term costs of technologies. Based on the emerging lessons of GEF-supported projects in India, Morocco, Egypt and Mexico, it points to trends regarding the cross-learning across the portfolio, the involvement of the private sector and the choice of technologies.

Results from the GEF Climate Change Program (2002). This program review was undertaken in preparation of the second overall performance study. It finds that indirect influences and impacts are key GEF results, and that GEF's potential for influencing policy needs to be better utilized. It also highlights challenges in replication of project results, project risk assessment, and cross-learning and programmatic approaches.

Review of Climate Change Enabling Activities (2000). At the time of the review, GEF supported 115 countries in fulfilling their commitments under the Climate change Convention. This review looks in-depth at 18 such enabling activities, and found that the support substantially contributed to its goal, although some implementation difficulties and unrealistic expectations were observed.

Measuring Results from Climate Change Programs: Performance Indicators for GEF (2000). This document is a toolkit for GEF program managers and projects developers. Through research and consultation with GEF stakeholders, seven performance dimensions were identified: (a) Energy production or savings, (b) Technology cost trajectories, (c) Business development, (d) Financing availability, (e) Policy development, (f) Awareness of technologies, and (g) energy consumption by end users. The report suggests indicators for a number of select clusters, that may be adapted for specific climate change projects.

The GEF Solar PV Portfolio (2000). This review takes stock of the Solar Home System delivery models in GEF projects, and recommends that future projects focus on affordability, use of GEF resources for non-recurring costs related to business and market development, access to finance, explicit linkages to rural electrification policies, and commercially feasible business models that are sustainable and can be replicated.
