Joint Evaluation of the GEF Activity Cycle and Modalities

Joint Evaluation Report (2006). This evaluation aimed to review experience in the programming and management of GEF support activities and recommend improvements. It analyzed the strengths and weaknesses in the cycle and modalities, analyze constraints, and provide recommendations to increase the efficiency and effectiveness of GEF operations and modalities. The key evaluative questions were:

  • Is the GEF activity cycle efficient?
  • Is the GEF activity cycle effective?
  • Are the GEF modalities efficient?
  • Are the GEF modalities effective?
  • Are the GEF modalities relevant?

The evaluation was jointly undertaken by the GEF Evaluation Office and the Agency evaluation offices during 2006. The GEF Council reviewed the evaluation at its December 2006 session (see Joint Summary paras. 16-18).

Evaluation of the Experience of Executive Agencies under Expanded Opportunities

Evaluation Report (2006). This evaluation assessed the experience of the seven Executing Agencies under Expanded Opportunities in the GEF. It analyzed how the Executing Agencies are working with the GEF and provide recommendations to enhance their involvement, with key questions:

  • How has the participation of the Executing Agencies evolved to date?
  • What are their main strengths?
  • What are the main weaknesses?
  • Based on the above, what are the main threats to their participation, and what are the main opportunities in future?

The GEF Council took note of the evaluation's recommendations at its December 2006 session (see Joint Summary paras. 13-15).
