Evaluation of GEF Capacity Development Activities
After consultation with the GEF Secretariat, the Implementing and Executing Agencies of the GEF, the approach to evaluating capacity development has been established. The Office will evaluate the results of all GEF capacity development support, from Enabling Activities and Small Grant program support, through to the national results of regional projects, in two neighboring countries, which share environmental challenges of global importance. This evaluation will examine in each country the nature and results of the national and regional interventions and relate these to policy, institutional and individually-focused capacity development objectives. The results of these country studies will be used by the evaluation team to generate concise protocols for the assessment of capacity development results, which can be scaled up for use by a broad range of future Evaluation Office activities, including the Annual Performance Review, country and thematic evaluations and the Fourth Overall Performance Assessment.
